Wanda Townsend - President

Wanda, President and founder of Townsend Innovative Solutions, has been training for over 17 years. Wanda is an accomplished educator and learning consultant specializing in human performance improvement. The purpose of her work is to accelerate leadership, team, and cultural development, creating more successful organizations while enriching the quality of life for the people who work in them.

In addition to a Master of Administrative Arts Degree and a Bachelor of Science in Criminal Justice; Wanda carries a Training Specialist and Multi-Media certification from the University of Washington. She is a certified associate with Six Seconds, The Emotional Intelligence Network, and a nationally certified instructor and past board member for the Police Society for Problem Based Learning. Wanda is considered to be an expert on the integration of emotional intelligence and problem based learning.


Scott Langlow - Strategic Partner

Scott is a First Vice President and Financial Advisor with Morgan Stanley Smith Barney. He joins TIS, bringing with him extensive experience in wealth and financial management. Scott has well developed business acumen and extensive experience working in corporate settings with executives, and proven effectiveness working with leaders of non-profit organizations and their Boards.

Scott has a special gift helping leaders and leadership teams center themselves in the complex, dynamic and challenging environment of today’s business world. He is active in the community devoting his time to coaching and mentoring others. He supports leaders to become clear about how they want to lead, create culture, share their vision and optimize their organization's full range of capabilities through emotional intelligence.

Scott is a graduate of the University of Puget Sound’s School of Business and Leadership Program and holds a Bachelor of Arts in Business degree. Additionally, he is currently working on his Master of Science in Mental Health Counseling at Capella University.


Scottie Saltsman - Learning Consultant

Scottie has a varied background in training, consulting and education. In addition to his focus on problem based learning, he has been a consultant in training transformation for four years.

His consulting includes Washington State Criminal Justice Training Commission, Charlotte-Mecklenburg Police Department, Michigan Commission on Law Enforcement Standards, and Calgary Police Services. His position as supervisor with the Kentucky Department of Criminal Justice Training included duties related to the implementation of problem based learning. He has taught courses in the topic of Police Training Officer (PTO) program for Northwestern University. He has served as a contract trainer in the area of hate crimes and domestic terrorism for the Federal Law Enforcement Training Center.

Scottie is second vice president of the Police Society for Problem Based Learning and a nationally certified instructor. He holds a Master’s degree in Public Administration and a Bachelor’s degree in Police Administration from Eastern Kentucky University. He is a certified public manager. He is a member of the Phi Kappa Phi honor society. He has published articles on bloom’s taxonomy and problem based learning.


Alice Leffler - Learning Consultant

Alice is a knowledgeable and effective trainer, leader, and learning consultant with more than 28 years of law enforcement experience. It is her passion and love for education that led her to her current position as a Police Academy supervisor.

She comes to TIS with subject matter expertise in the areas of curricula design, instructional development, and leadership development. She is a pioneer in problem based learning and emotional intelligence for law enforcement.

Alice’s consulting experience includes Michigan State University, Charlotte-Mecklenburg Police Department, and the Michigan Commission on Law Enforcement Standards. She has delivered keynote presentations to the Commission on Accreditation for Law Enforcement Agencies, the International Association of Directors of Law Enforcement Standards and Training, and the Police Society for Problem Based Learning (PSPBL). She has also partnered with the Kentucky Regional Community Policing Institute and Upper Midwest Regional Community Policing Institute.

Alice holds a Bachelor’s degree in Christian Social Ministries and is currently working on her Master’s in Organizational Leadership from Campbellsville University. She currently serves as a board member and nationally certified instructor for the PSPBL.
